Bali, Phuket, Tulum or Batumi? 400 new builds scored side by side

Median price, price per m², distance to the sea and facilities for 400 new-build projects. Batumi is the cheapest by far; Tulum is the furthest from the beach.

We keep a Top 100 of new-build projects in four places where foreigners buy holiday and rental homes: Bali, Phuket, Tulum and Batumi. This month we gave each of the 400 projects ten scores from 0 to 100. Here is what the four markets look like side by side.

Cheapest: Batumi, by far

The median Batumi project starts at €48,630, about a third of the other three. 88 of its 100 projects start under €100,000, against 24 in Bali, 14 in Phuket and 9 in Tulum. Most are apartments in towers along the seafront, and 73 are within 1 km of the sea.

Most expensive per m²: Phuket

Phuket's median is about €3,658 per m², almost double Bali (€1,871). In exchange, Phuket buildings list the most facilities after Bali: 94 have a pool and 59 a gym.

Furthest from the beach: Tulum

The median Tulum project is 2.7 km from the sea in a straight line, and only 6 of 100 are within 1 km. Most new building is inland in La Veleta, Aldea Zama and Region 15. Tulum is also almost all off-plan: 1 of 100 is ready today, so the developer's track record matters more there than anywhere else.

Best balance: Bali

Bali has 64 projects ready to move in, 41 within 1 km of the sea and the richest facilities: 93 pools, 64 gyms and 32 coworking spaces. Check the ownership: most foreigners buy leasehold there, and the listing does not always say which it is.

How the scores work

Every project gets ten scores from 0 to 100: price, value per m², location, beach, facilities, delivery, developer, space, visitor interest and listing detail. The grade of each project is the plain average of the ten. Price, value, space and visitor interest compare a project with the other 99 in the same ranking. Beach uses the straight-line distance to the coastline on OpenStreetMap, and facilities counts what the developer's public listing shows (pool, gym, spa, coworking, security and so on). Those two use the same scale in every destination, so you can compare Bali with Batumi.

None of this is advice to buy. Prices and dates come from public listings and change. Ask the developer before you decide, and check the facilities are built, not only drawn.
